Meet our Team
Dr. Delphina Avila
Dr. Delphina Avila is passionate about equity, advocating for diversity and results-driven instruction.
As an educational leader, she has taught students of all ages, from Head Start to college and beyond. She honed in on communities like the one she grew up in, serving as a bilingual teacher, and would go on to teach, coordinate and oversee Language Programs, Native American Programs and instruction.
As an administrator, she has led school sites, ensured district compliance for federal programs and consulted with the Arizona Department of Education via various committees.
Dr. Delphina Avila is a mother of 3 graduates, an educational leader and an equity advocate. She currently serves as the Chief of Staff and Operations for the International Alliance Group, LLC.
Dr. Jennifer Spring
Jennifer Spring is the Director of Talent and Operations for International Alliance Group, LLC. She holds a PhD in Curriculum and Instruction from Northern Arizona University (NAU) where she taught in the College of Education for 8 years as an assistant professor of elementary education. She began her teaching career in 1995 in St. Louis, MO where she taught elementary school, junior high, and gifted education for 10 years before relocating to Arizona where she was a teacher of the gifted in Tempe, AZ. From there, she began working with future teachers at the community colleges and finally at NAU. Her expertise areas and areas of interest for research include literacy, language acquisition, early reading and writing, and professionalization of teachers.
Jason D. Hammond

Jason D. Hammond is a founding partner and President of the International Alliance Group, LLC. Jason played a leading role in the research and development of these programs while simultaneously establishing strategic partnerships with universities and governments in Latin America. Hammond brings to the current programs his more than 15 years of education and administration experience, most recently as the Director of Human Resources for the Phoenix Elementary School District #1, and past president of the Arizona School Personnel Administrators Association. Jason is completing a Doctorate of Education in Educational Leadership from Northern Arizona University.
Jose Leyba, Ed.D.
Dr. Leyba is an Arizona native and 3rd generation. He received his B.A. in Secondary Education/History, M.Ed., and Ed.D. in Administration & Supervision from Arizona State University. His career spans over 45 years in the P-20 system.
He began his career as a Junior High School Language Arts, Social Studies, and Mathematics teacher. He also served as a designated Bilingual Classroom teacher.
Dr. Leyba moved into administration where he served as a Principal, Assistant Superintendent for Human Resources, and Superintendent. During his tenure as Assistant Superintendent for HR he served as the Board’s representative in the Meet & Confer Process, and led a Diversity and Grow Your Own Teacher Recruitment Program.
He further strengthened his facilitation skills in his role as Co-Principal Investigator for a fifteen million National Science Foundation Math & Science Grant involving 15 K-8 Elementary feeder Districts and the Phoenix Union High School District.
After a successful K-12 tenure he moved to the Maricopa Community Colleges where he served as the Acting Vice Chancellor for Human Resources. In this role he supervised a comprehensive HR Department, including Diverse Faculty Recruitment initiatives, implementation of PeopleSoft HR/Compensation/Payroll systems, legal services, and served as the Chair of the Board’s Team in the Meet & Confer process. While at MCCD he also served in roles as Vice President and Provost.
Dr. Leyba has also served as an Interim Vice President at Pima CC and Acting Provost. Additionally, he served one year as an Interim President at Los Angeles Mission College. While at Mission College he was active in the Collective Bargaining Process and implementation of Mediation strategies, college accreditation, $179,000,000 Bond construction projects, and professional development for Faculty and Administration.
During his career he has served over forty Arizona K-12 School Districts (and many national districts and colleges), facilitating Governing Board Retreats, Administrative Team Retreats, Strategic Planning, Faculty and Principal professional development and coaching. Moreover, he has coached aspiring and new superintendents/community college presidents.
He currently serves as a Search Consultant for JG Consulting facilitating the Board’s Superintendent selection process and is an advisor to the International Alliance Group, an Arizona company that recruits international bilingual/dual language/SPED teachers.
He lives in Tempe with his wife Debra, who is also a retired superintendent. They were both founding members, (longest serving Board Members), of the Arizona Association of Latino Administrators and Superintendents
